Early Childhood

The first years of a child’s life are crucial for his or her development. From birth to age five, children will reach milestones in playing, learning, and speaking, acting and moving. Talk to your child’s doctor about any questions or concerns you have about your child's development.

  • The Wisconsin Birth to 3 Program is committed to serving children under the age of 3 and their families. For more information about Birth to 3 or to see if your child qualifies for services visit Wisconsin's Birth to 3.
  • Visit Act Early Wisconsin to learn about healthy childhood development, early signs of autism and other developmental disorders, the importance of routine developmental screening and timely early intervention whenever there is a concern.
  • From birth to 5 years, your child should reach milestones in how he plays, learns, speaks, acts and moves. Track your child’s development and act early if you have a concern via Learn the Sign, Act Early
  • After a child turns three, each school district in Wisconsin is responsible for providing Special Education and Related Services to Children with Disabilities.
  • Physicians may refer a child with special health care needs to a Children's Resource Center using this Consent to Release Medical Information Referral form F-01238 (PDF, 326 KB).
